The handwritten note of the decision on 14 May to approve both phases is in the writing of David Omand, Nott's PS.

The decision would appear to relate to Operation Plum Duff, the landing of an SAS team outside Rio Grande air base in southern Argentina from which were flown its Exocet carrying Super Etendard aircraft. See Ewen Southby-Tailyour Exocet Falklands (2014).
