Editorial comments: | There is no sign this topic was discussed from the 28th meeting minutes, nor from the notes of the meeting by Patrick Wright. Perhaps by "restricted session" SCDS meant something unminuted and restricted to military participants. The Vulcan issue was discussed at the 29th meeting that afternoon, but in somewhat different terms, and besides the SCDS is quite clear that the discussion took place at the morning session.
