Editorial comments:

The JIC files record no meeting on 4 May, but JIC(82)22nd is mentioned in a document dated 5 May, which notes that the minutes were not circulated. Conceivably that date is in error and the 22nd meeting took place on 4 May. Alternatively this was an informal meeting outside the minuted sequence.

Brian Tovey was Director of GCHQ and evidently the author of this signal.
