Tovey was about to visit the US and Canada. The annotation at foot of the letter is in his handwriting.

During the Falklands War Sir Antony Duff was Intelligence Coordinator based in the Cabinet Office and Roger Carrick was Counsellor at Britain's Washington Embassy, representing the JIC among other tasks. Carrick's reply follows.
