Editorial comments:

SUKLO was GCHQ's liaison officer at NSA. The Director General of Intelligence (DGI) - the head of British military intelligence - was visiting the US at the instruction of John Nott. The signal would appear to relate to suggestions from NSA for improvements to British intelligence collection and handling in relation to the Falklands, although redaction makes this hard to assess.
