| Editorial comments: | Date estimated from reference to papers for 2 May. Clearly the briefing material is incomplete and perhaps in part superseded, judging from the pages crossed through. The Foreign Secretary was not in the end present at Chequers - he was in Washington. But the fact that the material was placed on file suggests that it was not regarded as merely ephemeral. |
