The annotation is by Haig's Chief of Staff, Woody Goldberg. It reads "Galtieri whipping up his people in expression of nationalism". On p3 he writes "Press reports also of calls for Peron & State Department personnel said cries of 'Cuba, Cuba!'"

A second copy after the first gives more audience reaction, some of it directed against the US.
