2200 Buenos Aires time = 0100Z. Published online April 2022. Assumed to be a Presidential record. From internal evidence the conversation took place by radio phone - it was evidently not possible to speak and hear at the same time, each side switching from transmit to receive at the end of their remarks. There are some errors in the original Spanish text, probably due to difficulties the transcriber had with the original tape. At places also the text is illegible for other reasons - eg, the right margin was cropped in copying several pages.
