European Policy: ?Cabinet Office speaking notes for MT ('Agriculture', "Budgetary Discipline", etc) [briefing for MT interventions during the Council] [declassified Jan 2014]

These documents would appear to have been prepared for MT's use during Council sessions. It is impossible to date them with certainty or to identify authorship precisely, but clearly they came from officials and were probably written during the Council, 19-20 March. A British text of the draft conclusions of the Presidency follows, presumably also among MT's working papers. A version of that draft annotated by her survives in her personal papers and can be read here.
