Editorial comments: | Time estimated as around 2100Z - Costa Mendez met Ambassador Williams around 2045Z and mentioned that he was about to enter a meeting with the Junta. On the other hand Tata Yofre times the meeting as 0930 local (1230Z) in his book, 1982 (p175) and that is the timing in Rattenbach also (para 216). Rattenbach gives a fuller record of the meeting than the minutes themselves supply, noting decisions reached before and after Costa Mendez's arrival at the meeting.
