The initials C.S. at top right of p1 are those of Caroline Stephens, MT's secretary, who also wrote the note in the margin of p10, "Hugh ?notes this is important", probably at Hugh Thomas's request when she passed the document to MT. (The initials on p10 look as if they are 'C.P.' but the writing is clearly hers - the P is an S.)
