| Editorial comments: | Undated, but an otherwise unmarked copy in Lewin's Private Office file, DEFE25/445 f30, gives a date in pen: "23 April 1982". Mallaby to Jackling, 22 April 1982, encloses a draft for comment by 11am 23 April - see FCO7/4530 f66. The draft has only minor differences from the version sent to No.10.
