Editorial comments:	This paper was circulated by the Chancellor to E(LF) and discussed in the 2nd meeting of that committee on 23 September, but oddly enough no copy survives among its papers in CAB134/4878. E(LF)(O) was an official group which provided support to the Ministerial Cabinet Committe on Local Government Finance, E(LF). A member of MT's Policy Unit also attended on occasion.
