EC: MT & Hurd notes (Special European Council in Rome) [discussions during the Council meeting] [declassified Dec 2016]

Listed by first day of the Council, but in truth it is hard to date these notes, or to separate them out meaningfully. Probably they cover both days of the Council, 27 and 28 Oct. Some must relate to the first day (27 Oct) because there is reference to the possibility of a topic being raised over dinner, and dinner took place that evening. Other notes are made on the back of a draft of the presidency conclusions, which will have been discussed during the last session of the Council, on the morning of 28 Oct.
