A text of what was probably Annex A has been added from a 1983 speechwriting file, THCR 5/1/5/221 part 1, where it was found alongside a second copy of the unsent minute. Annex B has not been found. The presence of a copy in a later file suggests that the document remained a reference point for MT, although never sent. |
