1655Z onwards, during the third meeting of the day when most detailed drafting was done? There was a second ministerial meeting which discussed drafts earlier in the day, as well as a separate meeting between British and American officials without ministers present.

This file contains notes made by several different authors. Judged from the handwriting, the first would seem to be Antony Acland, official head of the Foreign Office. The bulk are in the very distinctive hand of Robert Armstrong, Cabinet Secretary. The 'J.N.' referred to at the end is John Nott.
