| Editorial comments: | MT met alone with the President in the Oval Office before the plenary in the Cabinet Room around 1000-1030. There was then a four-way meeting between President, Prime Minister and their respective foreign ministers till 1130 before the plenary at 1145 or so in the Cabinet Room. These notes were probably intended to cover all the meetings that morning. |
