| Editorial comments: | Dated 4 December but certainly not used that day, because according to the Jenkins diary, it was only at the final session on 5 December that Callaghan finally stated that Britain would not join the Exchange Rate Mechanism. It is not quite clear that Callaghan used the draft at all: notes on the session by David Owen (also on this site) differ somewhat from it. |
