| Editorial comments: | The official European minute of Council sessions makes no reference to a discussion of EMS, so it is likely that discussion of EMS took place at the summit dinner on the evening of 7 April. Schmidt’s typed notes were given to the British afterwards and remained for a considerable time the fullest documentation available on the proposal from the German side. |
