Editorial comments: | Bernard Donoughue’s diary records the meeting as “Curiously low key. All our efforts have been expended on Bremen” ( Downing Street Diary: Volume Two , p348). The key question was whether Carter could deliver enough on energy to get Schmidt to move on growth. The British role would be “fairly passive”, but Callaghan still thought the summit worthwhile - better for leaders to be talking than not. |
