Editorial comments: | Vaizey had written to MT on 2 November arguing that her recent announcement of a major programme of new spending on primary school refurbishment would end the argument over school meal charges and urging that she introduce charging for nursery schools so as to secure Treasury funding of nursery school capital spending as well. For good measure he argued that student grants be frozen in order to encourage private sector provision of student loans. |
