Editorial comments: | The file contains an undated note by an unnamed official to the Chief of Staff (Donald Regan) enclosing him a copy of this letter, which makes it clear that it reached the President by a private channel bypassing the White House machine. “DTR. FYI - this explains the weekend phone call, but not how this note got to the President. Pls return to my office”. A typescript copy of the letter exists in the Thatcher MSS. |
