The usual attendance list and topic name is missing from the file. The planned attendance list is substituted, although the meeting itself shows that it is incomplete, since Ambassador Kirkpatrick actually spoke. There is a name for the meeting on the final page, the ring-around list for attendees. A draft of the discussion on the Golan Heights appears at the end, contributed by an NSC attendee (released 2005). It appears to have incorporated into the minutes in full. Such drafting material does not generally survive in these files.
