Editorial comments: | The cover note is by David Wolfson, MT's Chief of Staff, a non-official figure. This suggests that Sherman sent the paper to MT outside the government machinery. But in holding it back until after the budget, Wolfson prevents MT seeing it before her trip to see the new President at the end of Feb 1981. |
