The Prime Minister has written to the Conservative candidate in the mid-Staffordshire by-election, telling him that a Conservative victory is essential next week. Mrs Thatcher said she was confident of an excellent result, but accepted that there were many questions about the community charge or poll tax. The Labour leader, Mr Neil Kinnock has said that if Labour wins the by-election—as all the opinion polls so far have predicted—the Conservative Government would be holed below the water line.
