"Mrs Margaret Thatcher in a typically lively speech in which she stressed that she was present in the capacity, not as Member of Parliament for the constituency, but as the wife of the new President, paid a special tribute to Mr Lowen’s chairmanship. The only chairman she knew who could handle Lord Kilmuir - It was praise indeed".
